A new bill passed in the Vermont House of Representatives would give state employees the ability to unionize via a card-check method. Now, joining a union is determined by a secret ballot method. Proponents of the card-check system says it will restrict managements ability to bust organizers. The bill still needs to be passed by the Vermont Senate and signed by Governor James Douglas.
